Regional in land reclamation cluster under the conditions of AIC multiformity | Rегиональный мелиоративный кластер в условиях многоукладности АПК

Nowadays the theory and practice of agricultural production considers local specialized integration structures as an effective factor of the formation of the agribusiness in the region which contributes to the sustainability of socio-economic development of the country in general. The purpose of this research is to substantiate the choice of organizational and economic form of agricultural production under the conditions of AIC multistructurality, promoting the maximum efficient use of the resource and technological potential in the reclamation sector of the economy. An analysis of the prerequisites for the formation has been carried out and the advisability of implementation of the reclamation cluster integration model as most meeting the specifics of reclamation activity has been substantiated. The differences of the cluster from other types of integration AIC formations, ensuring its competitiveness and, as a consequence, viability are characterized. The role is shown and requirements for the procedures of evaluating the perspectives of the planned integration structure at the pre-implementation stage of its formation presented. The principles of cluster melioration integration simulation are formulated and the structural and a structural-and-functional scheme of a regional cluster has been developed. A need to improve the theory and practice of development, implementation and evaluation of the operation efficiency of reclamation clusters in the regional agribusiness has been identified.

Теория и практика сельскохозяйственного производства в настоящее время рассматривает локальные специализированные интеграционные структуры в качестве действенного фактора становления агробизнеса в регионе, обеспечивающего в конечном итоге устойчивость социально-экономического развития страны в целом. Цель настоящей работы – обоснование выбора организационно-хозяйственной формы агропроизводства в условиях многоукладности АПК, способствующего максимальной мобилизации ресурсного и технологического потенциала мелиоративного сектора экономики. Выполнен анализ предпосылок формирования и обоснована целесообразность реализации модели кластерной интеграции мелиорации как в наибольшей степени отвечающей специфике мелиоративной деятельности. Характеризуются отличия кластера от других видов интеграционных образований АПК, обеспечивающие его конкурентоспособность и, как следствие, жизнеспособность. Показана роль и представлены требования к процедурам оценки перспектив планируемой интеграционной структуры на предпроектной стадии ее формирования. Сформулированы принципы моделирования кластерной интеграции мелиорации и разработана структурно-функциональная схема регионального кластера. Установлена потребность в совершенствовании теории и практики разработки, внедрения и оценки действенности функционирования мелиоративных кластеров в региональных АПК.
