英语. There have been revealed 4 main problems hindering the development and implementation of domestic innovations in agricultural production. The factors and trends that do not contribute to the efficient and advanced development of the agrarian economy in terms of its innovative development are identified. The necessity of increasing domestic expenditures on research in agriculture by 5-7 times is substantiated. The negative trends in the reproduction of scientific personnel revealed. There is a lack of financial motives for work in the scientific sphere, the ineffective work of the system of postgraduate and doctoral studies. The inconsistency of the impact of grant support, which is not more than 6.2% in internal research expenditures, on the general level of science funding has been proved. To solve the problem of innovation activity of economic entities, it is necessary to develop a targeted agrarian innovation policy, defining goals, objectives and mechanisms for its implementation, taking into account the priorities identified by and the Government of the Russian Federation, as well as foreign experience. The measures as taken must be directed to enhancing the penetration of new technologies into agricultural production in all categories of farms. The creation of a system that will allow transferring developments into production and highly effectively using the intellectual and scientific and technical potential of the country within the shortest possible time must become a priority.

俄语. Выделены 4 основные проблемы, препятствующие разработке и внедрению отечественных инноваций в с.-х. производство. Выявлены факторы и тенденции, не способствующие эффективному и опережающему развитию аграрной экономики в части ее инновационного развития. Обоснована необходимость увеличения внутренних затрат на научные исследования в сельском хозяйстве в 5-7 раз. Выявлены негативные тенденции в воспроизводстве научных кадров. Это отсутствие финансовых мотивов для работы в научной сфере, неэффективная работа системы аспирантуры и докторантуры. Доказана несостоятельность влияния грантовой поддержки, которая составляет не более 6,2% во внутренних затратах на научные исследования, на общий уровень финансирования науки. Для решения проблемы инновационной активности хозяйствующих субъектов необходима разработка целенаправленной аграрной инновационной политики, определяющей цели, задачи и механизмы реализации с учетом приоритетов, определенных Правительством РФ, а также зарубежного опыта. Принимаемые меры должны быть направленные на усиление проникновения новых технологий в с.-х. производство во всех категориях хозяйств. Приоритетом должно стать создание системы, которая позволит в кратчайшие сроки передавать новые разработки в производство и с высокой эффективностью использовать интеллектуальный и научно-технический потенциал страны.
