Situation in the Russian market of fruit in the context of import substitution | Ситуация на российском рынке фруктов в контексте импортозамещения

英语. Comparison of official statistics with the parameters of the state of the consumer fruit market indicates a significant overstatement of data on gross domestic fruit production in Russia. The data of the Federal Service of State Statistics show the growth of domestic production of fruits and berries, but the actual prevalence of foreign production in the market raises doubts about the success of domestic gardeners. It turns out that the growth is due to an increase in the area of perennial plantations and the yield of fruits and berries in the households of the population. Import dependence is therefore not declared 58%, but much higher. With reference to the virtuality of fruits and berries of domestic production, the average per capita consumption is significantly lower than the declared 73 kg/person. Meanwhile, the Ministry of Health recommends increasing the annual consumption of fresh fruits to 100 kg/person, including 50 kg of fresh apples. An important factor in the consumer market of fruits and berries is the low purchasing power of the population – not everyone can afford to buy fresh berries and fruits. As a result, domestic products are capable of competing with imported ones only in the low price category. There are reserves for developing horticulture, storage and processing its products in Russia, but for a radical turn in the situation in the market of fruits and berries it is necessary to change the foreign trade policy: departure from the WTO, increase in import customs duties on potentially substituted fresh fruits and semi-finished products. These measures are necessary to encourage domestic competition and improve the effectiveness of state support measures implemented under the national agricultural development project.

Сопоставление данных официальной статистики с параметрами состояния потребительского рынка фруктов свидетельствует о значительном завышении сведений о внутреннем валовом производстве фруктов в России. Данные Росстата говорят о росте отечественного производства плодов и ягод, но фактическое преобладание на рынке продукции зарубежного производства заставляет усомниться в успехах отечественных садоводов. Оказывается, рост происходит за счет увеличения площади многолетних насаждении и урожайности плодов и ягод в хозяйствах населения. Импортозависимость поэтому составляет не заявленные 58%, а значительно больше. С учетом виртуальности плодов и ягод отечественного производства показатели среднедушевого потребления значительно ниже заявленных 73 кг/чел. Между тем, Минздрав рекомендует увеличить норму годового потребления свежих фруктов до 100 кг/чел., в том числе 50 кг свежих яблок. Важным фактором потребительского рынка фруктов и ягод является низкая покупательная способность населения – далеко не все могут позволить себе покупку свежих ягод и фруктов. В результате отечественная продукция способна составить конкуренцию импортной лишь в низкой ценовой категории. Резервы развития садоводства, хранения и переработки его продукции в России имеются, но для коренного перелома ситуации на рынке плодов и ягод необходимо изменение внешнеторговой политики: выход из ВТО, повышение ввозных таможенных пошлин на потенциально замещаемые свежие фрукты и полуфабрикаты. Эти меры необходимы для побуждения внутренней конкуренции и повышения эффективности мер господдержки, осуществляемых по нацпроекту развития сельского хозяйства.
