Activation of investment process in agriculture in conditions of innovative development | Активизация инвестиционного процесса в сельском хозяйстве в условиях инновационного развития

The main national development goals were formulated in the Address of the President of the Russian Federation to the Federal Assembly dated March 1, 2018, including Russia becoming one of 5 largest economies in the world, ensuring the economic growth rates above the world average rates. In accordance with these goals, an action plan was approved to accelerate the growth rate of investment in fixed assets and increase to 25% of their share in the gross domestic product (GDP) by 2024. At present, the share of investments in the structure of GDP is only 21%. Investment share growth by almost 4 percentage points by 2024 means a significant change in the structure of expenditures in the economy: an increase in the savings rate of the population, an increase in investment activity for modernization and technological renewal. The index of physical volume of investments in fixed assets in agriculture over the past 5 years (2014-2018) amounted to only 3.3%, which is not enough for technical and technological renewal of the branch. The main sources of investments are own and attracted funds, the considerable share of which in agriculture are credits. In order to expand the investment process in the agro-industrial complex, it is necessary to increase production efficiency, improve prices and price relations, increase production stability, create competition in the agricultural lending market, and change the state monetary policy from the limiting one for the stimulating policy. Investment should be effective due to limited financial resources. To ensure production growth rates above the global average, it is necessary to introduce innovative developments into production and infrastructure. One of the priority areas for introducing technological innovations is the digitalization of agriculture.

В Послании Президента РФ Федеральному Собранию от 01.03.2018 г. были сформулированы основные национальные цели развития страны, в том числе вхождение России в число 5 крупнейших экономик мира, обеспечение темпов экономического роста выше среднемировых. В соответствии с этими целями был утвержден план действий по ускорению темпов роста инвестиций в основной капитал и повышению до 25% их доли в валовом внутреннем продукте к 2024 г. В настоящее время доля инвестиций в структуре ВВП составляет всего 21%. Увеличение доли инвестиций почти на 4 п.п. к 2024 г. означает существенное изменение структуры расходов в экономике: рост нормы сбережения населения, наращивание инвестиционной активности для модернизации и технологического обновления. Индекс физического объема инвестиций в основной капитал в сельском хозяйстве за последние 5 лет (2014-2018) составил всего 3,3%, что явно недостаточно для технико-технологического обновления отрасли. Основными источниками инвестиций являются собственные и привлеченные средства, значительную долю которых в сельском хозяйстве составляют кредиты. В целях расширения инвестиционного процесса в АПК необходим рост эффективности производства, совершенствование цен и ценовых отношений, повышение устойчивости производства, создание конкурентной среды на рынке агрокредитования, изменение денежно-кредитной политики государства с ограничительной на стимулирующую. Из-за ограниченности финансовых ресурсов инвестиционные вложения должны быть эффективными, основанными на конкурентоспособных инновационных разработках. Одним из приоритетных направлений внедрения технологических инноваций является цифровизация сельского хозяйства.
