Support of local initiatives in the development of rural areas: foreign and domestic experience | Поддержка местных инициатив в развитии сельских территорий: зарубежный и отечественный опыт

The long-term experience of the European Union in supporting local initiatives in the development of rural areas within the LADER and CLD programs has demonstrated the effectiveness of this method of attracting funds from the state national budgets, the population and business structures of rural areas for these purposes. In Russia, the grant support measure for local initiatives, implemented for the first time within the framework of the Federal Target of Sustainable Development of Rural Areas program also showed high economic efficiency: for the period 2014-2018, 2.63 rub per 1 rub allowance was attracted from the federal budget (FB) of the consolidated budgets of entities of the Russian Federation and off-budget sources. But the scale of this event was insignificant, its resource provision amounted to 0.8% of the total cost of the program. Experience in supporting local initiatives was extended in the framework of the State Program "Integrated Development of Rural Territories" (SPIDRT) in the repeatedly enlarged scale. Costs for the implementation of local projects from all sources account for 35.5% of the resource support of the entire program, and subsidies from the FB – 63% of all FB allocations for the implementation of SPIDRT. At the same time, the economic efficiency of Federal subsidies in terms of attracting regional funds is practically nullified. The self-sufficient nature of support for local initiatives with a hypertrophied share of FB funds will lead to the deepening of inter-and intraregional socio-economic differentiation of rural territories, as lagging and depressed territories do not have funds to develop competitive development projects and co-finance their implementation. It is necessary to optimize the scale of measures to support local initiatives and the share of the FB in its financial support, as well as to prevent high risks of underfinancing of the SPIDRT from the Federal budget.

Многолетний опыт Евросоюза в поддержке местных инициатив в развитии сельских территорий в рамках программ LEADER и CLLD продемонстрировал эффективность данного метода привлечения на указанные цели средств государственных национальных бюджетов, населения и предпринимательских структур сельских районов. В России мероприятие по грантовой поддержки местных инициатив, впервые реализованное в рамках Федеральной целевой программы устойчивого развития сельских территорий (ФЦП УРСТ), также показало высокую экономическую эффективность: за период 2014-2018 гг. на 1 руб. ассигнований из федерального бюджета (ФБ) было привлечено 2,63 руб. средств консолидированных бюджетов субъектов РФ и внебюджетных источников. Но масштабы данного мероприятия были незначительны, его ресурсное обеспечение составило 0,8% от общей стоимости программы. Опыт поддержки местных инициатив был пролонгирован в рамках Государственной программы "Комплексное развитие сельских территорий" (ГПКРСТ) в многократно расширенном масштабе. Затраты на реализацию местных проектов из всех источников составляют 35,5% от ресурсного обеспечения всей программы, а субсидии из ФБ – 63% от всех ассигнований ФБ на реализацию ГПКРСТ. При этом экономическая эффективность федеральных субсидий по показателю привлечению региональных средств практически обнуляется. Самодовлеющий характер поддержки местных инициатив с гипертрофированной долей средств ФБ приведет к углублению меж- и внутрирегиональной социально-экономической дифференциации сельских территорий, так как у отстающих и депрессивных территорий нет средств на разработку конкурентоспособных проектов развития и софинансирование их реализации. Необходимы оптимизация масштабов мероприятия по поддержке местных инициатив и доли ФБ в его финансовом обеспечении, а также предотвращение высоких рисков недофинансирования ГПКРСТ из ФБ.
