CONDITIONALITY OF MANAGEMENT MECHANISM IN AGRICULTURAL SECTOR

The role of scientific research and the implementation of its results in the agrarian sector has significantly increased at the current development stage of the agroindustrial complex (AIC). This is due to the widespread use of innovative technologies that make it possible to increase the competitiveness of agricultural products both in quality and in terms of capacity; and to intensify investments in the agricultural sector. The process of monitoring foreign and domestic scientific works on the development of a managing mechanism for the agrarian sector does not have a single target theoretical basis and accumulated empirical research. There is currently no scientifically based management mechanism for the agro-industrial complex, the one that takes into account all the factors affecting its effectiveness. Thus, a formalized research effort seems to be appropriate. As a result of research work, both foreign and domestic articles were monitored on the managing mechanism for the companies in the agricultural sector over the past 5 years from 2014 to 2019. For the first time, the elements of the managing mechanism for the agricultural sector have been comprehensively studied in our work, as well as the problems of its implementation at the present stage, and the directions for future research. Based on the review of foreign and domestic literature, the author claims that the control mechanism used in practice has gaps, which negatively affects its work. The work identified the reasons that hinder the work of the entire agricultural sector of the Russian Federation. Based on the studies carried out within the framework of the agro-industrial companies of the Russian Federation and agricultural enterprises of the Volgograd region, taking into account foreign experience, methods of effective management of the agro-industrial complex mechanism, and the forms of organizing innovative processes that are most acceptable for the functioning of agricultural organizations were proposed. These methods may, in the future, help to overcome the problems in the operation of the managing mechanism for the agricultural sector.
