The joint risk program at Cemagref | Le programme fédérateur risques au Cemagref

英语. Cemagref has been studying natural hazards for many years. Depending on its traditional links with the Department in charge of agriculture, forests and country management, the hazards mostly considered have been forest fires, hazards related to mountain environment (avalanches, torrents and mudflows) and to floods (including dam stability and floods related to dam failure). In these fields Cemagref used to carry out technical studies so as to assist government bodies directly or by means of technical tools as standards and computer programs. Being transformed in 1985 into a research institute, Cemagref gradually entered what was more an evolution than a sudden transformation, since its main center of interest were not changed and applied research was the global task it was assigned. A significative instance of this evolution is the way Cemagref programs evolved in cooperation with different partners in the field of natural hazards, from the above described technical assistance to a comprehensive research program the circumstances of which will be described in this article.

法语. Le Cemagref étudie les risques naturels depuis de nombreuses années. Ses liens avec le Ministère chargé de l'agriculture, de la forêt et de l'aménagement rural expliquent que les risques pris en compte sont essentiellement les incendies de forêt, les risques liés à l'environnement montagnard (avalanches, torrents, laves torrentielles) et aux inondations (y compris la stabilité des barrages et les risques liés à leur rupture). Dans ces domaines, le Cemagref effectuait normalement des études techniques afin d'apporter une assistance à des organismes officiels, directement ou à travers divers objets techniques tels des normes ou des programmes informatiques. Transformé en 1985 en Institut de recherche, le Cemagref a évolué de façon progressive, ses principaux centres d'intérêt n'ayant pas changé et sa nouvelle mission étant la recherche appliquée. Un exemple significatif de cette évolution est la manière dont les programmes du Cemagref ont évolué en coopération avec différents partenaires dans le domaine des risques naturels partant d'une assistance technique à un programme de recherche complet décrit dans l'article.
