Systematic analysis of the current targets and indicators of the federal scientific and technical program for the development of agriculture for 2017-2025 and its subprogrammes | Системный анализ действующих целевых индикаторов и показателей федеральной научно-технической программы развития сельского хозяйства на 2017-2025 годы и ее подпрограмм

俄语. Приведены основные положения аналитического исследования целевых индикаторов и показателей Федеральной научно-технической программы развития сельского хозяйства на 2017-2025 годы (ФНТП). ФНТП нацелена на комплексное решение существующих проблем научного обеспечения агропромышленного комплекса, на создание условий для формирования конкурентоспособных научных и/или научно-технических результатов, а также для передачи научных результатов в производство и последующего их вовлечения в экономический оборот. Система индикаторов и показателей (СИП) программы должна количественно характеризовать результаты реализации проводимых мероприятий, решение основных задач и достижение поставленных целей. Основная задача СИП программы состоит в оценке эффективности запланированных мероприятий, а также в установлении ориентиров в реализации установленных целей. Проведенный анализ показал, что существующая СИП ФНТП нарушает не только логические положения, но и 3 нормативных акта, устанавливающих требования по разработке государственных программ. Нарушены принципы необходимости, однозначности, объективности, достоверности. Целевые индикаторы ФНТП, которые должны устанавливать ориентиры в достижения основных целей реализуемой стратегии, характеризовать состояние и эффективность реализации государственной программы, не связаны с её конечными результатами. Доля показателей подпрограмм ФНТП, не отражающих цели программы, например, "Численность персонала, занятого исследованиями и разработками в организациях, выполняющих работы по селекции и семеноводству картофеля/сахарной свеклы (полная занятость)" или "Число научно-исследовательских и образовательных организаций, участвующих в выполнении подпрограммы", значительно превышает количество показателей, которые действительно отражают решение проблем продовольственной безопасности страны. Для объективного и однозначного отражения хода реализации программы существующая СИП требует модернизации.

英语. There are given the main provisions of the analytical study of target codes and indicators of the Federal Scientific and Technical Program for the Development of Agriculture for 2017-2025 (FSTP). FSTP is aimed at a comprehensive solution to the existing problems of scientific support of the agro-industrial complex, at creating conditions for the formation of competitive scientific and/or scientific and technical results, as well as for transferring scientific results to production and their subsequent involvement in economic circulation. The code and indicator system (CIS) the program should quantitatively characterize the results of the implementation of measures taken, the solution of the main tasks and the achievement of goals. The main task of the CIS of the program is to assess the effectiveness of the planned activities, as well as to establish benchmarks in the implementation of established goals. The analysis showed that the existing CIS of FSTP violates not only logical provisions, but also 3 regulatory acts that establish the requirements for the development of state programs. The principles of necessity, uniqueness, objectivity, and reliability have been violated. The FSTP target codes, which should set guidelines for achieving the main goals of the implemented strategy, characterize the state and effectiveness of the implementation of the state program, are not connected with its final results. The proportion of indicators of the FSTP subprograms that do not reflect the objectives of the program, e. g. "The number of personnel engaged in research and development in organizations performing work on selection and seed production of potatoes /sugar beets (full-time)" or "Number of research and educational organizations participating in the implementation of the subprogram "significantly exceeds the number of indicators that truly reflect the solution to the country's food security problems. The existing CIS requires for modernization to objectively and unambiguously reflect the progress of the program.
