Resource potential estimation of the agricultural production at unused land returning into cultivation in the Non-chernozem zone of the Russian Federation | Оценка ресурсного потенциала агропроизводства для ввода в сельскохозяйственный оборот неиспользованных земель Нечерноземной зоны Российской Федерации

The development results of the methodological basis for the expediency of Putting into introduction of long-unused lands taking into account the status of the resource potential of the economic enterprises within the territory are given. The purpose of the research is to increase the estimation reliability being proposed the efficiency of the planned investments at the stage of management decisions making which is actual issue now. An algorithm on the quantitative value of the resource potential estimation for agriculture has been developed which includes: estimation of the socio-economic efficiency of land use, indicators choosing as well as calculations for both the achieved and forecast levels. Estimations on both the achieved level of the socio-economic potential of agriculture of the economic enterprises and the projected one in comparison with the developed indicators gives us possibility to make a reasonable forecast of the efficiency of unused agricultural land introduction into cultivation. Information base of the research includes: open access content, data of the Federal service of the State statistics of the Russian Federation, Rosstat data and activity results of the different forms of the domestic agricultural sector, as well as the results of the research on the chosen objects. The developed algorithm adaptation to the specific conditions of the region was done on the example of the Non-Chernozem Zone of the Russian Federation and it includes both resource potential estimation and the possibility of its increase, as well as the calculation of socio-economic efficiency of measures on long-unused lands return into cultivation. Resource potential estimation for the Non-Chernozem zone of the Russian Federation shows the possibility of its increase in the sphere of food production as the result of long-unused land introduction into cultivation.

Представлены результаты разработки методического обоснования целесообразности ввода в эксплуатацию длительно неиспользуемых земель с учетом состояния ресурсного потенциала хозяйствующих образований территории. Цель исследований - повышение достоверности оценки эффективности планируемых инвестиций, что делает актуальным этап принятия управленческих решений. Разработан алгоритм оценки количественного значения ресурсного потенциала агропроизводства, характеризующий социально-экономическую эффективность землепользования, включающий формирование его показателей и расчеты достигнутого и прогнозного уровня. Оценка значений достигнутого и прогнозируемого уровня социально-экономического потенциала агропроизводства хозяйствующих образований в сравнении с разработанными критериальными показателями позволяет выполнить обоснованный прогноз эффективности ввода в оборот земель с.-х. назначения. Информационная база исследования представлена материалами открытого доступа, данными Федеральной службы государственной статистики России и показателями деятельности субъектов разных форм хозяйствования отечественного АПК, а также результатами собственных исследований по тематике рассматриваемой работы. Адаптация разработанного алгоритма к условиям конкретного региона выполнена на примере Нечерноземной зоны РФ и включает оценку достигнутого ресурсного потенциала и возможности его развития, а также расчет социально-экономической эффективности мероприятий по вводу в оборот длительно неиспользуемых земель. Оценка ресурсного потенциала Нечерноземной зоны РФ подтверждает возможность его развития и увеличения производства продуктов питания при вводе в оборот длительно неиспользуемых земель.
