英语. Substantial state support for industrial horticulture in Russia, which took place in 2015-2017, largely determined the high rates of development of the industry. Due to the fact that the amount of budget subsidies as allocated depends on the amount of capital investments associated with planting and growing perennial plantations (PP), there is a need for proper accounting of all expenses for the formation of the historical cost of inventory objects, in particular fruit-bearing gardens. The accounting should be organized in order to ensure the implementation of information, control and analytical functions for the amount of costs during the laying of the garden, during its cultivation, and when PP have not yet reached exploitable age. In the conditions of the developed system of statutory regulation of accounting, including Russian and industry accounting standards, as well as methodological recommendations of the professional community, difficulties arise in the development of accounting policies in horticultural organizations. The procedure for accounting for specific capital investments related to the formation of costs for laying and growing PP plantings is not specified in Russian accounting standards, there are no industry standards in agriculture; methodological recommendations on accounting of the Ministry of Finance and the Ministry of Agriculture do not unambiguously interpret financial accounting in this branch of agriculture. In this regard, scientific developments are required that will allow economic entities to choose a specific accounting method, fixed by accounting policy, because the accountant must justify one of the possible ways of accounting for the formation of the historical cost of perennial plantings. The advantages and disadvantages of the recommended methods of accounting for capital expenditures in horticulture are disclosed (using the example of actual expenses of a specific horticultural enterprise). Conclusions are drawn about the directions of development of expenditure accounting for the formation of the historical cost of PP. The cost of orchards that have not reached the exploitation age, it is advisable to take into account as investments in non-current assets.

俄语. Существенная государственная поддержка промышленного садоводства в России, имевшая место в 2015-2017 гг., во многом обусловила высокие темпы развития отрасли. В связи с тем, что размер выделяемых средств бюджетных субсидий зависит от величины капитальных вложений, связанных с посадкой и выращиванием многолетних насаждений (МН), возникает необходимость правильной организации бухгалтерского учета (БУ) всех расходов по формированию первоначальной стоимости инвентарных объектов, в частности плодоносящих садов. Организации учета должна обеспечить выполнение информационной, контрольной и аналитической функций за размером затрат во время закладки сада, в период его выращивания, когда МН еще не достигли эксплуатационного возраста. В условиях развитой системы нормативного регулирования БУ, включающей федеральные и отраслевые стандарты по БУ, а также методические рекомендации профессионального сообщества, возникают затруднения при разработке учетной политики в садоводческих организациях. Порядок учета специфических капитальных вложений, связанных с формированием затрат на закладку и выращивание МН, в федеральных стандартах по БУ не оговорен, отраслевые стандарты в сельском хозяйстве отсутствуют; методические рекомендации по БУ Министерства финансов и Министерства сельского хозяйства неоднозначно трактуют ведение финансового учета в этой отрасли. Требуются научные разработки, которые позволят выбрать хозяйствующим субъектам конкретный способ учета, закрепляемый учетной политикой, т. к. бухгалтер должен обосновать один из возможных способов учета формирования первоначальной стоимости МН. Раскрыты преимущества и недостатки рекомендуемых способов БУ капитальных затрат в садоводстве (на примере фактических расходов конкретного садоводческого предприятия). Сделаны выводы о направлениях развития учета затрат по формированию первоначальной стоимости МН. Целесообразно стоимость садов, не достигших эксплуатационного возраста, учитывать как вложения во внеоборотные активы.
