Legal regulation of the production of organic milk and its processed products | Нормативно-правовое регулирование производства органического молока и продуктов его переработки

俄语. Исследовали вопросы нормативно-правового и технического регулирования производства органической молочной продукции в России. Рассмотрена специфика контроля производства молочной продукции и его последующей сертификации как органической. Органическая молочная продукция изготавливается с применением тех же технологий и с помощью аналогичных производственных мощностей, как и продукция массового потребления. Существуют объективные сложности с контролем производства органической продукции на соответствие её стандартам. Современная система регулирование производства молочной продукции в целом соответствует международным стандартам качества производства органической продукции, однако требуется модернизация системы ГОСТов и адаптации их под международные требования. В контексте системы существующих ГОСТов и технических условий по производству молока и молочных продуктов исследована возможность производить органическую продукцию, не нарушая международных требований и следуя философии органического сельского хозяйства. В частности, рассмотрена проблема термической обработки, а также использования различных пищевых добавок и соответствия получаемой конечной молочной продукции мировым стандартам. Исследован потенциал развития органического молочного скотоводства в России в современных условиях. В последние годы производство молока в России остается на низком уровне и составляет 31-32 млн тонн. При этом структура производства молока претерпевает существенные изменения, в силу различных причин и в первую очередь снижением производства в личных подсобных хозяйствах. Это связано со старением сельского населения и деградацией сельских территорий, в то же время рост наблюдается в крестьянских (фермерских) хозяйствах, а в с.-х. организациях, несмотря на рост надоев молока, темпы наращивания его производства остаются низкими.

英语. There were studied the issues of statutory and technical regulation of the production of organic dairy products in Russia. There has been considered the specifics of controlling the production of dairy products and its subsequent certification as organic. Organic dairy products are manufactured using the same technologies and with the help of similar production facilities as general consumption products. There are objective difficulties with controlling the production of organic products for compliance with its standards. The modern system of regulating the production of dairy products generally complies with international quality standards for the organic production, however, it is necessary to upgrade the GOST system and adapt them to international requirements. In the context of the system of existing state standards and technical specifications for the production of milk and dairy products, the possibility of producing organic products without violating the international requirements and following the philosophy of organic agriculture is investigated. In particular, the problem of heat treatment, as well as the use of various food additives and compliance of the resulting final dairy products with the international standards is considered. The potential of the development of organic dairy cattle breeding in Russia in modern conditions is investigated. In recent years, milk production in Russia remains at a low level and amounts to 31-32 million t. At the same time, the structure of milk production is undergoing significant changes due to various reasons and, first of all, by a decrease in production in personal subsidiary plots. This is due to the aging of the rural population and the degradation of rural areas, at the same time, the growth is observed in peasant (farmer) households, and in agricultural organizations, despite the increase in milk yield, the rate of increase in its production remains low.
