俄语. Изменение размеров прямой государственной поддержки производства рассматривается в качестве индикатора диспропорций в политике развития регионов России. Осуществление финансовой поддержки инвестиционных проектов в регионах, направленных на обеспечение экономической безопасности, является важным элементом в рамках реализации стратегии долгосрочного социально-экономического развития России. В условиях продолжающегося структурного кризиса в экономике страны важно сохранить баланс между объемом оказываемой государственной поддержки регионам и возможной отдачи от нее, что определяется рядом факторов, характеризующих их внутренний природно-экономический потенциал. В сложных социально-экономических обстоятельствах именно роль государства как гаранта и финансового донора становится залогом устойчивого развития наиболее значимых экономических направлений в экономике регионов, например, через прямую государственную поддержку агропромышленного комплекса. В исследовании был проведен сравнительный анализ изменения объемов государственной поддержки агропроизводства в регионах России на основе их группировки по характеру и масштабам изменения объемов государственной поддержки в 2020 г. по сравнению с 2018 г. Также для целей исследования было проведено сопоставление динамики изменения объемов производства агропродукции и объемов государственной поддержки в разрезе групп регионов по объему с.-х. производства. Было установлено, что в большей части (в 46 из 85) субъектов страны сложилась тенденция снижения объемов финансовой поддержки со стороны государства, составившая от 20 до 50%. Оценка изменения объемов господдержки во взаимосвязи с объемами агропроизводства показала, что наибольший объем финансовой поддержки отмечается для регионов, в которых объем агропроизводства не превышает 100 млрд руб. в год. Сложившаяся ситуация в области прямой государственной поддержки агропроизводства в регионах страны характеризуется наличием существенных диспропорций, что оказывает негативное влияние на возможности развития сферы АПК.

英语. The change in the scales of direct state support for production as an indicator of imbalances in the development policy for Russian regions is considered. The implementation of financial support for investment projects in the regions aimed at ensuring economic security is an important element in the implementation of the strategy of long-term socio-economic development of Russia. In the context of the ongoing structural crisis in the country's economy, it is important to maintain an optimal balance between the amount of state support provided to the regions and the possible return from it, which is determined by several factors characterizing their internal natural and economic potential. In difficult socio-economic circumstances, it is the role of the state as a guarantor and financial donor that becomes the key to the sustainable development of the most significant economic areas in the economy of the regions, for example, through direct state support of the agro-industrial complex. The study conducted a comparative analysis of changes in the volume of state support for agricultural production in the regions of Russia based on their grouping by the nature and scale of changes in the volume of state support in 2020 compared to the level of 2018. Also, for the purposes of the study, a comparison was made of the dynamics of changes in the volume of agricultural production and the volume of state support in the context of region ranging by the volume of agricultural production. In the course of the work, it was found that in most (46 out of 85) Russian federative units there was a tendency to reduce the financial support from the state, amounting from 20 to 50%. The assessment of changes in the volume of state support in relation to the volume of agricultural production showed that the largest amount of financial support is noted for regions in which the volume of agricultural production does not exceed 100 billion rubles per a year. The current situation in the field of direct state support of agricultural production in the regions of Russia is characterized by the presence of significant imbalances, which has a negative impact on the development opportunities of the agricultural sector.
