A methodology for diagnosing the irrigation and drainage requirements through a water balance simulation model is presented. The model needs meteorological data (evaporation and precipitation), as well as some soil and crop parameters or input information. The model was calibrated taking as a reference point the estimated consumptive use of the sugar cane crop in the Veracruz region. In addition the procedure of construction and installation of a pipe drainage - system is broadly discussed. It was concluded that in that zone there is not groundwater drainage problems but a superficial drainage one, which is caused by rainoff concentration in the lower zones of the relief. It is recommended that before taking the decision of building a superficial or subterranean drainage system the pluvial regime of the zone should be evaluated by means of water balance simulation models. Alternatives uses of land without drainage system should also be considred.
