Discusses the concepts of group participation as an effective use of advisory officers' time and points out the need to ensure that any group is only formed to fulfill a specific purpose. Otherwise it is easy to fall into the trap of forming groups to deal with problems which could be more quickly and effectively dealt with by other means. These scenarios are discussed from the point of view of the sheep industry.
