A review of the Hills Leasehold Forestry and Forage Development Project (HLFFDP), based on the findings of a study tour of LARC's Livestock Feed Thrust members to the middle hills of Central Nepal in April 1995 is presented. The team discussed briefly with the Project Coordinator in Kathmandu, and visited Baramche area of the Project in Sindhupalchok District. Based on the field observations and discussion with the farmers, it was observed that despite encouraging operational plan and implementation of the project activities, extensive operational procedures, especially in terms of identifying clients, organising groups and providing support inputs, and lack of verified technologies and their dissemination mechanism could hinder the success of the programme. Other forest and forage development related institutions/projects, working in the region, have considerable experiences that can be utilized by the project for a better result. The paper also suggests areas for improvement and possible linkages and research collaborations with other institutions/projects including LARC working in the similar lines.
