"Women are not doing anything!" - Potentials and constraints in rural development in Transkei, South Africa

The paper presents the approach of the Isinamva Community Development Centre, a rural development project in Transkei, a sub-region of the Eastern Cape Province in South Africa. The author gathered the information during two research periods (July-Oct. 1995, April 1996) while being engaged in a team documenting Isinamvas activities of the past 20 years. The Transkeian villages, where Isinamva works, show all the characteristics of underdevelopment typical for the former homelands in South Africa. The paper outlines the history and key problems of homeland development and describes the living conditions. The rural development project, its philosophy and approach is presented. The approach consists of three phases connecting the 'theory and practise' of empowerment. The concrete approach is shown by the example of the village Cacadu, and the impact and learnings of the development efforts are discussed. Finally different experiences from various other villages areadded to contrast Cacadu's example. Focus is given to specific gender aspects.
