The supreme National Council of Cambodia gave its approval for ODA to undertake a project, which has as its objectives to enhance the capability of the Department of Hydrology to manage the development of the irrigation, flood control, and rural water supply sectors, and in particular to raise its ability to manage the process of change and the absorption of the expected increase in external assistance for water resources development
