The living and working conditions of farmworkers in Namibia

Half of the economically active population of Namibia are involved in farming, either as small scale producers in communal areas or as farm labourers on commercial farms. As a result of the colonial expropriation of Namibian land, these commercial farms are largely in the hands of the white commercial subsector. Historically, white farmers had almost absolute authority in matters of labour relations with farm workers. However, since independence, the Labour Act has extended basic labour rights to farm workers, and the Namibian Farmworkers Union has been established to represent the interests of farmworkers. This study was initiated in response to a Presidential Commission of Inquiry into Labour Related Matters affecting Agricultural Employees and Domestic Employees. It describes in detail the working conditions and living conditions of farmworkers in the commercial sector, and the differing perceptions of management and labour about conditions of service.
