[Land reform [in Ukraine]: what is further?]
1997
Haiduts'ky, P.I.
The article deals with the course of the land reform in Ukraine and refer to ways of land demonopolization and restructurization in the world. Sharing land between members of collective agricultural enterprises is accepted to be the only way of land privatization. As of 1 November 1997 in Ukraine more than 9700 farms are already taken out of the state property. 27.4 mln. ha of land, including 25.2 mln. ha of agricultural lands, are transferred into their members' ownership. 5.7 mln. peasants have already received land ownership certificates. This is believed to be the end of the first stage of the land reform. The next stage is reforming land relations, i.e. creation of conditions, possibilities and mechanisms for free implementation of proprietary rights for land shares by peasants, namely such ways of their management as leasing, mortgage, sale. Implementation of these functions must be the content of post-privatization development of land relations on the market bases. With this aim a normative and legal base in Ukraine is to be improved
