Agricultural trade and policy during the transition in Romania: The case of cereals and oilseeds

The political change that took place in Romania at the end of 1989 is far from reaching transformation in all economic sectors. The Romanian economy is moving from a semi closed situation to that of an open economy, but for several reasons the process is slow. In agriculture the main changes have been the new land law and the beginning of the privatisation process. In agricultural trade the main aspect is the Agreement with the European Union that was signed on 1 February 1993 and provides a new trade environment in Romania: it implies a gradual convergence with its future evolution. The impact of price changes on agricultural producers and on production incentives during the transition period is analysed. The main findings are: an indirect taxation in agriculture, pricing policies are influenced by certain enterprise integrators, the measures taken by the government in order to protect consumer prices of the main foods had a negative impact on producers, the level of distortions in the domestic price system remains large and the changes in agricultural policy do not affect them very much.
