The export potential of expanded reproduction of food of Russia in the conditions of escalation of economic sanctions and restrictions | Экспортный потенциал расширенного воспроизводства продовольствия России в условиях эскалации экономических санкций и ограничений

The measures held by the Government of the Russian Federation regarding with rendering full support to producers of the sphere of agrarian and industrial sector contributed to sustainable development of the agrarian sector of the country and accumulation of release volumes of ready-to-eat food products for the purpose of their subsequent realization on the markets of external consumers. The main threats of a rupture of the settled integration communications of the country with the western partners which defined need of urgent reorientation of export of agricultural raw materials and food in favor of the countries of the Middle East, Africa, Southeast Asia, India and China are reflected. Creation of new communications with potential participants of the foreign trade relations and the subsequent their development will possibly cause the objective necessity in reorientation of the export potential of Russia. Performance of this task has to be coordinated with the main provision accepted in 2020 Doctrines of Food Security of the Russian Federation, namely the priority of self-sufficiency of essential foods for the country and its regions. This problem can be solved by ensuring processes of expanded reproduction in agriculture. The export structure of agricultural products of Russia is investigated, and also its main consumers in a section of the certain countries are determined. At the level of the Russian Federation, the increment in export of agricultural raw materials and food and decrease in its import for the analyzed time period is revealed during the work. The structure of food export from the Saratov region is studied, its dynamics for specific food groups is considered, the main buyers in the context of the certain countries are determined. There has been developed a model including search for the optimum ratio of set of the budgetary and investment resources used in the industry allowing reaching the predefined efficiency level of its functioning.

Проводимые Правительством РФ мероприятия, связанные с оказанием всесторонней поддержки товаропроизводителям сферы АПК, способствовали устойчивому развитию аграрного сектора страны и наращиванию объемов выпуска готовых продуктов питания с целью их последующей реализации на рынки внешних потребителей. Отражены основные угрозы разрыва устоявшихся интеграционных связей страны с западными партнёрами, определившие необходимость срочной переориентации экспорта с.-х. сырья и продовольствия в пользу стран Ближнего Востока, Африки, Юго-Восточной Азии, Индии и Китая. Построение новых связей с потенциальными участниками внешнеторговых отношений и последующее их развитие, вероятно, вызовет объективную необходимость в переориентации экспортного потенциала России. Выполнение данной задачи должно быть согласовано с главным условием принятой в 2020 г. Доктрины продовольственной безопасности РФ – учетом приоритетов самообеспечения страны и ее регионов жизненно важными продуктами питания. Решением данной проблемы может служить обеспечение процессов расширенного воспроизводства в сельском хозяйстве. Исследована структура экспорта продукции АПК России, а также определены ее основные потребители в разрезе отдельных стран. В работе на уровне РФ выявлен рост экспорта с.-х. сырья и продовольствия и снижение его импорта за анализируемый период времени. В исследовании изучена структура экспорта продовольствия Саратовской области, рассмотрена его динамика по конкретным продуктовым группам, определены основные покупатели в контексте отдельных стран. Разработана модель, включающая в себя поиск оптимального соотношения совокупности используемых в отрасли бюджетных и инвестиционных ресурсов, позволяющего достичь заданный уровень эффективности ее функционирования.
