英语. The current trends in operating the canned fish products market (CFPM) in Russia are considered and mechanisms for increasing its capacity are proposed. The work is aimed at updating the information base of the Russian CFPM state, as well as at developing the theoretical, methodological provisions of its operation in the conditions of shock institutional transformations of economic relations. The method of complex scientific and methodological assessment of socio-economic relations was used as the main one. The trends were identified and proposals were formulated to improve the mechanisms for developing the CFPM. It is assumed that the CFP will be elastic in price, but due to a decrease in fish consumption, it is transformed in the search for a new marketing model. The participants of the CFPM note the following problems of the industry: an increase in the cost of packing materials and the cost of transporting products from the Far East, an increase in the credit burden on enterprises due to the orientation towards export and foreign exchange earnings, a large amount of counterfeit, etc. Additions to the state policy regarding the industry are proposed. It is necessary to stimulate the consumption of locally manufactured products (including fish ones), to introduce a system of labeling and traceability of canned fish products, and to support socially significant organizations in the industry. To increase production, it is recommended to include canned fish in the list of socially significant products, to expand their range (through the production of soups and second courses), to stimulate the transportation of products by road, to ensure the availability of loans for industry organizations. The formulated conclusions and developed recommendations make it possible to improve the system of measures and mechanisms aimed at achieving an increase in the capacity of the CFPM and increasing the consumption of canned fish by the population up to 3 kilograms per person per year by 2030.

俄语. Рассмотрены современные тенденции функционирования рынка рыбоконсервной продукции (РРКП) России и предложены механизмы увеличения его ёмкости. Работа направлена на актуализацию информационной базы состояния РРКП, а также на развитие теоретических, методологических положений его функционирования в условиях шоковых институциональных трансформаций экономических отношений. В качестве основного использовали метод комплексной научно-методической оценки социально-экономических отношений. Были выявлены тенденции и сформулированы предложения по совершенствованию механизмов развития РРКП. Предполагается, что РРКП будет эластичен по цене, но в связи со снижением потребления рыбы он трансформируется в поиске новой маркетинговой модели. Участники РРКП отмечают следующие проблемы отрасли: удорожание стоимости тары и стоимости перевозок продукции с Дальнего Востока, увеличение кредитной нагрузки на предприятия из-за ориентации на экспорт и валютную выручку, большое количество фальсификата и т.п. Предложены дополнения к государственной политике в отношении отрасли. Необходимо стимулировать потребление продукции местного производства (в т.ч. рыбной), внедрить систему маркировки и прослеживаемости рыбоконсервной продукции, поддерживать социально значимые организации отрасли. Для увеличения производства рекомендовано включить рыбные консервы в список социально значимой продукции, расширить их ассортимент (за счет производства супов и вторых блюд), стимулировать перевозку продукции автотранспортом, обеспечить доступность кредитов для организаций отрасли. Сформулированные выводы и разработанные рекомендации позволяют улучшить систему мер и механизмов, направленных на достижение роста ёмкости РРКП и увеличение потребления населением рыбных консервов до 3 килограммов на человека в год к 2030 г.
