Mechanisms and tools for the formation of an innovative agricultural system: the foreign aspect | Механизмы и инструменты формирования инновационной системы сельского хозяйства: зарубежный аспект

英语. The modern development strategy of the European Union (EU) for implementing innovations in agriculture is considered. The key directions of EU agriculture development are shown. They are reducing greenhouse gas emissions; improving the environmental friendliness of agricultural production; development of digital technologies in agriculture; assistance in the development of local food production and consumption. The EU Strategy for Innovation in Agriculture comprises the following institutions and mechanisms: the European Innovation Partnership for Agriculture, the European Agricultural Fund for Rural Development, the Horizon Europe Program, the European Center of Expertise for Agriculture, the Network of Innovation Groups, the European Food Safety Agency. The structure of the EU's innovation system is analyzed at both macro and micro levels. Special attention is given to the role of the micro levels where farmers, universities, research institutes, companies, and other concerned parties actively participate. At this level, the participants' ability to develop, implement and commercialize new technologies, products and services is considered, as well as the dynamics of interaction, knowledge and technology sharing between them is studied. The macro-level of the innovation system considers innovative activity at the country or regional level. It comprises national innovation policies, programs, European strategies, and financial support for innovation in the economy. The micro and macro levels of the EU innovation system are interconnected and interdependent. The study shows that collaborative interaction and coordination among participants at the micro level are key factors for successful implementation of innovations in EU agriculture.

俄语. Рассматривается современная стратегия развития Европейского союза (ЕС) по внедрению инноваций в сельское хозяйство. Показаны ключевые направления развития сельского хозяйства ЕС: уменьшение выбросов парниковых газов; повышение экологичности с.-х. производства; развитие цифровых технологий в сельском хозяйстве; содействие в развитие местного производства и потребления продуктов питания. Стратегия ЕС по внедрению инноваций в сельское хозяйство включает следующие институты и механизмы: Европейское инновационное партнерство по сельскому хозяйству, Европейский сельскохозяйственный фонд для развития сельских районов, Программа Горизонт Европа, Европейский центр экспертизы по земледелию, Сеть инновационных групп, Европейской агентство по безопасности пищевых продуктов. Анализируется структура инновационной системы ЕС на макро- и микроуровне. Особое внимание уделяется роли микроуровней, где активно участвуют фермеры, университеты, исследовательские институты, предприятия и другие заинтересованные стороны. На этом уровне рассматривается способность участников к разработке, внедрению и коммерциализации новых технологий, продуктов и услуг, а также изучается динамика взаимодействия, обмен знаниями и технологиями между ними. Макроуровень инновационной системы рассматривает инновационную деятельность на уровне страны или региона. Он включает национальные инновационные политики, программы, европейские стратегии и финансовую поддержку инноваций в экономики. Микро- и макроуровни инновационной системы ЕС взаимосвязаны и взаимозависимы. Исследование показывает, что совместное взаимодействие и координация между участниками на микроуровне являются ключевыми факторами успешной реализации инноваций в сельском хозяйстве ЕС.
