Organization of providing agricultural producers with machinery and its service in some EAEU countries | Организация обеспечения сельхозтоваропроизводителей техникой и её сервисное обслуживание в некоторых странах ЕАЭС

There was studied the experience of the Eurasian Economic Union (EAEU) countries that produce agricultural machinery on their territory and are ahead of Russia in providing agricultural producers with certain types of equipment. Such countries are the Republics of Belarus and Kazakhstan, and their experience can be useful for improving the organization of providing agricultural producers with equipment and maintaining in Russia. The following data on the Republics of Belarus and Kazakhstan are presented: the availability of agricultural machinery production on the territory of the republics and dependence on the supply of imported agricultural machinery; the provision of agricultural producers of the republics with machinery and state support provided in order to increase the availability of such agricultural machinery; the level of organization of service aimed at ensuring the operability of agricultural machinery in these republics; types of inter-farm use of agricultural machinery in the republics. As a result of the analysis and expert assessment of the situation in this activity, the main directions for solving these problems in Russia have been identified, with reference to the experience of the Republic of Belarus and Kazakhstan. Some measures are advisable, such as the direct transfer of funds to agricultural organizations from the budget; the organization of urgent repair of equipment in service or dealer centers; the creation of inter-farm machine and tractor stations in the form of unitary enterprises belonging to communal ownership of regions.

俄语. Изучали опыт стран ЕАЭС, производящих на своей территории сельхозтехнику и опережающих Россию по обеспеченности с.-х. товаропроизводителей отдельными видами техники. Такими странами являются Республики Беларусь и Казахстан, и их опыт может быть полезен для совершенствования организации обеспечения с.-х. товаропроизводителей техникой и её сервисного обслуживания в России. Представлены следующие данные по Республикам Беларусь и Казахстан: наличие производства сельхозтехники на территории республик и зависимость от поставок импортной сельхозтехники; обеспеченность с.-х. товаропроизводителей республик техникой и государственная поддержка, оказываемая в целях повышения обеспеченности такой сельхозтехникой; уровень организации сервисного обслуживания, направленного на обеспечение работоспособности сельхозтехники в этих республиках; виды межхозяйственного использования сельхозтехники в республиках. В результате проведенного анализа и экспертной оценки ситуации в указанной сфере деятельности выявлены основные направления решения данных проблем в России с учетом опыта Республики Беларусь и Казахстана. Целесообразны, в частности, такие меры, как прямой перевод денежных средств с.-х. организациям из бюджета; организация срочного ремонта техники в сервисных или дилерских центрах; создание межхозяйственных машинно-тракторных станций в форме унитарных предприятий, относящихся к коммунальной собственности областей.
