Territorial differentiation and prerequisites for sustainable development of dairy cattle breeding in the Non-black earth region of Russia based on digital transformation | Территориальная дифференциация и предпосылки устойчивого развития молочного скотоводства в Нечерноземной зоне России на основе цифровой трансформации

英语. There have been analyzed the features of dairy cattle breeding development in the regions of the Non-Black Earth region of Russia (NBER). The changes occurred from 2007 to 2021 in the volume of milk production, the cow population number, acreage, including fodder crops, and other production indicators are analyzed. The research area is the municipal districts of 4 NBER regions. Three of which, the Leningrad, Vologda, and Novgorod regions belong to the Northwestern Federal District, and the Yaroslavl region is a part of the Central Federal District. The enhanced differentiation in dairy farming development between regions and municipal districts with the beginning of the implementation of the Priority National Project for the Development of Agriculture in 2006-2007 and State Programs for the Development of Agriculture and regulation of agricultural products, raw materials and food markets was revealed. Priority state support for the implementation of large projects, ensuring the growth of dairy productivity and gross milk production, has enhanced the differences in the level of dairy farming development between farms, municipal districts, and regions. The main volumes of milk are produced in a limited number of municipal districts, the agro-climatic, production and economic conditions of which allow for the implementation, with the support of the state, of large investment projects for the construction or modernization of dairy complexes with industrial pipeline-type technologies. The reduction in the cow number and the milk production volumes in a significant part of the NBER municipal districts leads to a decrease in fodder crop acreage, a decrease in the use intensity of them, and the disposal of arable land from agricultural turnover. To ensure a competitive level of costs and product quality in the region of risky farming with a smaller scale of production units, it is necessary digital transformation of dairy farming, as well as maximum adaptation of feed and milk production to local agro-climatic and production conditions.

俄语. Проанализированы особенности развития молочного скотоводства в регионах Нечерноземной зоны России. Проведен анализ изменений с 2007 по 2021 г. объемов производства молока, поголовья коров, посевных площадей, в том числе кормовых культур, других производственных показателей в муниципальных районах четырех регионов Нечерноземной Зоны, три из которых относятся к СЗФО (Ленинградская, Вологодская, Новгородская области) и один к ЦФО (Ярославская область). Выявлено усиление дифференциации развития молочного животноводства между регионами и муниципальными районами с началом реализации Приоритетного национального проекта развития АПК 2006-2007 гг. и Государственных программ развития сельского хозяйства и регулирования рынков с.-х. продукции, сырья и продовольствия. Приоритетная государственная поддержка реализации крупных проектов, обеспечив рост молочной продуктивности и валового производства молока, усилила различия в уровне развития молочного животноводства между хозяйствами, муниципальными районами и регионами. Основные объемы молока производятся в ограниченном количестве муниципальных районов, агроклиматические, производственные и хозяйственные условия в которых позволяют реализовать при поддержке государства крупные инвестиционные проекты строительства и модернизации молочных комплексов с индустриальными технологиями конвейерного типа. Сокращение поголовья коров и объемов производства молока в значительной части муниципальных районов регионов Нечерноземья ведет к уменьшению посевных площадей, снижению интенсивности их использования, выбытию пашни из с.-х. оборота. Цифровая трансформация молочного животноводства, максимальная адаптация производства кормов и молока к локальным агроклиматическим и производственным условиям способны обеспечить конкурентоспособный уровень издержек и качества продукции в регионе рискованного земледелия при меньшем масштабе производственно-хозяйственных единиц.
