Analysis and development vectors of rice industry | Анализ и векторы развития отрасли рисоводства

英语. The research purpose is an analysis of the rice industry state in Russia to determine the points of further growth. The materials of state and federal programs, technical reports of the Department "Kubanmeliovodkhoz", Rosstat, Krasnodarstat were used and analyzed. The research methodology is based on historical and system analysis. A data analysis was carried out using statistical software packages. Rice cultivation in Russia has been developing for about 100 years, since the beginning of the barren land development in the regions of southern Russia, the Far East, Transcaucasia, Central Asia, and the Lower Volga. At present, the land reclamation system area for rice production is 407.8 thousand ha, of which about 190 thousand ha are used for rice crops, in view of the crop rotation. The rice grain production output is 1.2 million t annually, of it about 450 thousand t of cereals are produced. It is shown that due to the increase of the rice consumption norm from 4 to 7 kg per a person for an year, it is required to increase the production output of cereals in the country consumer's market up to 1.1 million t in the future. The dynamics of rice yield growth due to the introduction of new varieties and technologies under climate change is substantiated. It has been found that for the rice cultivation industry in the Krasnodar Territory, the water intake is 3 million m3, or 97% of the total volume of water for irrigation, water supply is 2.5 million m3, of which about 500 thousand m3 is recycling drainage water. It is shown that 40.4 thousand ha of irrigated land of the rice irrigation stock are in an unsatisfactory reclamation condition, including in terms of indicators of soil salinity, groundwater mineralization and depth of occurrence. The further development of the industry should be based on the introduction of new rice varieties and technologies for their cultivation, rational water use, efficient use of land resources, maintaining the balance of the ecological system of the territories involved in rice growing.

俄语. Цель работы - анализ состояния отрасли рисоводства для определения точек дальнейшего роста. Использованы и проанализированы материалы государственных и федеральных программ, техническая отчетность "Управления "Кубаньмелиоводхоз", Росстата, Краснодарстата. Методика исследований базируется на историко-системном анализе. Анализ данных проводился с использованием статистических программных пакетов. В России рисоводство развивается около 100 лет, с начала освоения непригодных земель в регионах юга России, Дальнего Востока, Закавказья, Средней Азии, Нижнего Поволжья. В настоящее время площадь мелиоративных систем для производства риса составляет 407,8 тыс. га, из них используется под посевы риса с учетом севооборота порядка 190 тыс. га. Объем производства зерна риса составляет 1,2 млн т ежегодно, из него вырабатывается около 450 тыс. т крупы. Показано, что в связи с ростом нормы потребления риса с 4 до 7 кг/(год*чел.) в дальнейшем требуется увеличение объемов производства крупы на потребительском рынке страны до 1,1 млн т. Обоснована динамика роста урожайности риса за счет внедрения новых сортов и технологий в условиях изменения климата. Установлено, что для отрасли рисоводства в Краснодарском крае забор водных ресурсов составляет 3,0 млн м3, или 97% от всего объема воды для орошения сельхозкультур, водоподача – 2,5 млн м3, из которых порядка 500 тыс. м3 – повторно используемые дренажные воды. Показано, что в неудовлетворительном мелиоративном состоянии находятся 40,4 тыс. га орошаемых земель рисового ирригационного фонда, в т. ч. по показателям засоления почв, минерализации грунтовых вод и глубине их залегания. Дальнейшее развитие отрасли должно базироваться на внедрении новых сортов риса и технологий их выращивания, рациональном водопользовании, эффективном использовании земельных ресурсов, поддержании баланса экологической системы территорий, вовлеченных в рисоводство.
