Extract: The summer feeding program for children, administered by the Department of Agriculture's Food and Nutrition Service and the States, has a long history of problems, including fraudulent bidding and contracting, lunches thrown away, spoiled or otherwise unsatisfactory food, meals given to adults, and excessive reimbursement claims. The Senate Subcommittee on Nutrition asked GAO to review the 1977 program. Serious problems were still present, but there was no evidence of many of the abuses which occured in previous years. The Congress and the Department should give specific attention to the legislative ceiling on State administrative funds and to factors which encourage some sponsors to overstate their reimbursement claims. Also program administration should be improved in several areas.
