Extract: The purpose of this paper is to describe the effects the present incentive structure and institutional framework have on peasant behavior and agricultural output. The constraints put on the physical level of production by the enforcement of government policies will also be examined. Finally, some tentative suggestions will be made regarding a possible approach to analyzing policy and institutional changes that would promote increased agricultural production yet remain consistent with the other social goals of the Tanzanian government.
