The history of disease prevention has been aided by the growth of epidemiology which has provided data to identify problem areas and progress. Establishment of measurable health objectives reflects a consensus among professionals related to achieving and attaining goals. Setting goals is only the first step. Priorities and resources must be aligned and commitments made and met if goals are to be accomplished at the national, state, or local levels. The Surgeon General's 1980 report on health objectives for the nation set specific goals for health promotion and disease prevention. In the Surgeon General's report, measurable objectives were defined (smoking cessation, childhood immunization), and ways to measure progress toward these goals were explained and set forth in the report "Promoting health/preventing diseases-objectives for the nation." Progress where technical intervention is the focus (rather than objectives involving behavior change) can be measured clearly. An extensive bibliography on disease prevention is arranged by disease or cause of death. (kbc)
