Empirical research must overcome two major obstacles: conceptual inconsistency and the scarcity of comparable data. These problems are particularly severe for interdisciplinary research on topics such as the study of collective action. There is no agreement on the appropriate unit of analysis (who should act collectively), measures of successful collective action, ways to distinguish among forms of collective action, or how best to measure independent variables. These disagreements limit the inferences that can be drawn from empirical research. We discuss the implications for scientific advancement in this area of research and present the strategies developed by the International Forestry Resources and Institutions research programme to overcome each of these problems.
