Social Security payments are not intended to replace lost earnings, but it is the nation's basic method of providing a continuing income when family earnings are reduced or discontinued, due to disability or death. The Social Security Administration has more than 1,3000 offices around the country where representatives will provide assistance in applying for Social Security benefits, obtain a Social Security number and card, arrange for payments after retirement or disability, transfer of payments to survivors, or a lump-sum payment. Medicare helps protect people 65 years and older, the disabled and people who need dialysis treatment or a kidney transplant, from the high costs of health care. Work credit and disability benefits, special rules for some jobs and calculation of benefits are explained. In future years benefits may be taxed, the ceiling on earnings after payments are begun is increased, and the age at which full benefits are payable is increased in increments until it reaches 67. Tax rates for employees and employers will also increase starting in 1984. (emc)
