The Director of Economics, Policy Analysis and Budget of USDA reviews the initiations taken by the Carter Administration to develop comprehensive food and agriculture policies and programs. Domestically, a more flexible policy has evolved designed to deal more effectively with periodic surpluses and depressed prices. Internationally, the U.S. has participated in negotiations to expand our foreign markets and moderate fluctuations in world grain and other commodity prices.
