The author examines the scope for import substitution among foods consumed in Mexico, focusing on fats and oils. the present pattern of production has fats and oils competing with cereals for land in the irrigated northern and northwestern areas of the country. a determined effort is finally in hand to develop the tropical southeast, which is suited to the African oil palm, the most efficient producer of vegetable oil. the author suggests that oil palm be introduced there with the tenure form of the collective ejido, modified along the lines successfully followed by the Federal Land Development Authority in Malaysia.
