Animal Welfare: a Scientific, Ethical, Economical and Political Topic | El Bienestar Animal: un Tema Científico, Ético, Económico y Político

英语. Animal Welfare (AW) is a complex topic, which has scientific, ethical, economical, political and even cultural and religious aspects. The World Organisation for Animal Health (OIE) recognises the strong relationship between health and welfare, and therefore includes AW as one of the priorities in its strategic plans. According to FAO, a relationship exists between the use of animals for different purposes and human welfare. Data from Uruguay, from audits on meat quality and from research by the Veterinary Faculty, indicated that 50% of the slaughtered animals had at least one traumatic lesion subject to confiscation, showing reduced AW and important economic losses. In Uruguay the OIE Collaborative Animal Welfare Centre was created between the Veterinary Faculty and the Universidad Austral of Chile, as a reference for the Americas, and in March 2009, the Law 18.471 about AW and responsible ownership of animals was approved. The purpose of this Law is the protection of animals in their lifetime and their welfare, and puts special emphasis on pet animals and some articles mention production animals. The aim of this paper is to approach AW from as many angles as possible, and mainly from the angle of this new Law, with which we all have to cooperate so that its implementation means progress and not a barrier for the country.

西班牙语; 卡斯蒂利亚语. El Bienestar Animal (BA) es un tema complejo, de múltiples facetas que incluyen aspectos científicos, éticos, económicos y políticos, así como culturales y religiosos. La Organización Mundial de Salud Animal (OIE) reconoce la estrecha vinculación entre salud y bienestar, a tal punto que incluye el BA como una de las prioridades en sus planes estratégicos. FAO expresa que hay un estrecho vínculo entre el uso de animales para diversos fines y el bienestar de los seres humanos. Datos de Uruguay auditorias de calidad de carne y trabajos de investigación realizados en la Facultad de Veterinaria indicaron que 50% de las reses faenadas presentaban al menos una lesión traumática que era decomisada, denotando menoscabo en el bienestar de los animales y cuantiosas perdidas económicas para el sector. En Uruguay, se crea el Centro Colaborador de la OIE en Bienestar Animal entre Facultad de Veterinaria y Universidad Austral de Chile, como referencia para las Américas y en marzo de 2009 se aprueba la Ley 18.471, sobre normas relacionadas al Bienestar Animal y la tenencia responsable de animales. La misma tiene por fin, la protección de los animales en su vida y bienestar, hace especial énfasis en animales de compañía y en algunos artículos menciona a los animales de producción. El objetivo de esta nota es abordar el Bienestar Animal desde la mayor cantidad de enfoques posibles y fundamentalmente desde el punto de vista de esta novel ley, a la que debemos todos colaborar para que su implementación signifique un avance y no una traba para el país.
