SMEGREG has built an information system gathering the water balance components of all the utilities of the region. The data analysis highlights many disparities in the methods used by the different utilities to calculate the annual volumes. By SMEGREG's request, Cemagref has studied in detail the practices of five drinking water utilities. We call the estimation procedure annualization of the volumes. The annualization process can be split in three elementary steps: - determination of the representative date of customer meter readings; - readjustment of main meters volumes; - readjustment of metered consumption volume on the calendar year. For each step, several methods can be considered. They have been applied to each utility under study. These calculations show that the annualization methods have a strong impact on the volume estimates. At the end of this study, SMEGREG made two strong recommendations to data providers: - the annualization methods must be identified, and all the calculations must be reproducible; - The same set of methods should be used every year.
