El papel de las soluciones basadas en la naturaleza dentro de la visión de seguridad hídrica rural en el acueducto comunitario Buenos Aires del municipio de Susa, Cundinamarca | The role of nature-based solutions within the vision of rural water security in the Buenos Aires community aqueduct of the municipality of Susa, Cundinamarca

Las Soluciones basadas en la Naturaleza (SbN) han sido presentadas en los últimos años como una propuesta y alternativa con gran potencial para enfrentar diversos retos sociales y ambientales, entre ellos el de la seguridad hídrica. El presente estudio de carácter cualitativo explorará el papel que tienen las soluciones basadas en la naturaleza dentro de la visión de la seguridad hídrica rural que tiene el Acueducto comunitario Buenos Aires para los habitantes de las veredas Llano Grande y Punta de Cruz del municipio de Susa, Cundinamarca. Para el desarrollo de la investigación se realizó una observación sobre los usos y percepciones del agua y la naturaleza por parte de los usuarios del Acueducto; una caracterización del estado actual del Acueducto y el conjunto de SbN utilizadas en su administración; y una exploración de las características del Acueducto para adoptar soluciones basadas en la naturaleza y responder a su visión de la seguridad hídrica rural. Entre las principales características del Acueducto y el papel de las SbN se identificaron retos relacionados con el declive poblacional; la transición de actividades agrícolas a ganaderas; alta vulnerabilidad ante cambios en las condiciones climáticas; debilidad en el manejo y administración del Acueducto; y pocas fuentes de financiamiento. Con respecto a las potencialidades, se reconocieron la cercanía entre el sistema social y el natural; conocimiento del medio y los recursos; oportunidades de innovación; mayor poder de decisión por parte de los actores; mejores herramientas para la toma de decisiones; apropiación y planificación del territorio en torno al agua. Se reconoce el potencial que tienen los acueductos veredales de aportar desde sus territorios a la divulgación de múltiples SbN y a la generación de nuevas alternativas que promuevan la seguridad hídrica rural.

Nature-based Solutions (NBS) have been presented in recent years as a proposal and alternative with great potential to face various social and environmental challenges, including water security. The present qualitative study will explore the role that nature-based solutions have within the vision of rural water security that the Buenos Aires Community Aqueduct has for the inhabitants of the Llano Grande and Punta de Cruz villages of the municipality of Susa, Cundinamarca. For the development of the research, an observation was carried out on the uses and perceptions of water and nature by the users of the Aqueduct; a characterization of the current state of the Aqueduct and the set of NbS used in its administration; and an exploration of the characteristics of the Aqueduct to adopt nature-based solutions and respond to its vision of rural water security. Among the main characteristics of the Aqueduct and the role of the NbS, challenges related to population decline were identified; the transition from agricultural to livestock activities; high vulnerability to changes in climatic conditions; weakness in the management and administration of the Aqueduct; and few sources of financing. Regarding the potentialities, the closeness between the social and natural systems was recognized; knowledge of the environment and resources; innovation opportunities; greater decision-making power on the part of the actors; better tools for decision making; appropriation and planning of the territory around water. The potential that local aqueducts have to contribute from their territories to the dissemination of multiple NbS and the generation of new alternatives that promote rural water security is recognized.
