Diagnóstico de las condiciones de diseño, construcción y operación de las plantas de tratamiento de agua residual de la vereda la Florida y del centro de sacrificio del municipio de Piendamó

Con el fin de proteger los recursos hídricos se han propuesto distintas formas de depurarlo de la contaminación que arrastra a través de todo su ciclo de uso. Las plantas o sistemas de tratamiento de agua residual permiten la evacuación y separación de la contaminación agregada sobre la matriz líquida, generando impactos positivos sobre el ambiente y la sociedad, disminuyendo las posibilidades de problemas sanitarios y, por ende, aumentando la calidad de vida de la población. A partir de esto, es indispensable conocer y verificar las condiciones de operación que permiten analizar el desempeño del sistema de tratamiento, para proveer una visión clara sobre su funcionamiento real y facilitar la mejor base posible para proyectos de mejora y optimización. En Colombia y el mundo mediante los objetivos de desarrollo sostenible y otros acuerdos se han adoptado planes y formas orientados a la mejora del uso y tratamiento del agua. Teniendo en cuenta estas consideraciones, en este proyecto se realizó un diagnóstico de las condiciones de diseño, construcción y operación de las plantas de tratamiento de agua residual de la vereda La Florida y del centro de sacrificio del Municipio de Piendamó, mediante la modalidad de pasantía institucional, con el fin de evidenciar factores y elementos que proporcionen una visión clara del desempeño del sistema y a su vez el planteamiento de oportunidades de mejora u optimización de sus procesos. La pasantía consistió en realizar un análisis técnico y operacional de las unidades construidas y diseñadas a partir de información histórica y actual de caracterización de vertimientos, hojas de diseño y observación continua del trabajo de mantenimiento y operación del operario de los sistemas de tratamiento. El estudio mostró deficiencias en la operación y mantenimiento, debido a la frecuencia con la que se realiza dicho proceso, la cual mostró que no eran suficientes para garantizar las eficiencias de reducción requeridas para cumplir con la normatividad ambiental aplicable. A partir de las hojas de diseño proporcionadas para el análisis se encontró que algunas unidades fueron diseñadas, pero no construidas, como el caso de los sedimentadores primarios de la PTAR del centro de sacrificio animal municipal. Para la caracterización de vertimientos de la PTAR del centro de sacrificio se realizaron 2 muestreos y se contó con 1 informe de caracterización realizado por la Secretaria de Desarrollo Económico y Ambiental, por el contrario, para la PTAR de la vereda la Florida se realizaron 3 muestreos y se contaron con datos de caracterización de 2 muestreos de la Corporación Autónoma Regional del Cauca (CRC). Las caracterizaciones de ambos sistemas de tratamiento arrojaron un incumplimiento de la norma de vertimientos, Resolución 0631/2015, para la DQO y DBO5. Para la PTAR del centro de sacrificio animal solo en 1 ocasión, se cumplió con el valor de DQO establecido por la norma, donde presentó un valor de 288 mg/l. No obstante, la PTAR de la Vereda La Florida, para el parámetro de DBO5 y DQO cumplieron en 3 y 2 ocasiones, teniendo valores de 72, 47.7, 87.5, 30 y 180mg/l

In order to protect water resources, different ways have been proposed to purify it of the pollution that it carries throughout its cycle of use. Wastewater treatment plants or systems allow the evacuation and separation of aggregate contamination on the liquid matrix, generating positive impacts on the environment and society, reducing the possibilities of health problems and, therefore, increasing the quality of life of the population. From this, it is essential to know and verify the operating conditions that allow analyzing the performance of the treatment system, to provide a clear view of its actual operation and to provide the best possible basis for improvement and optimization projects. In Colombia and the world through the objectives of sustainable development and other agreements have adopted plans and forms aimed at improving the use and treatment of water. Taking into account these considerations, in this project a diagnosis of the design, construction and operation conditions of the wastewater treatment plants of the La Florida district and the slaughter center of the Municipality of Piendamó was made through the internship modality institutional, in order to evidence factors and elements that provide a clear vision of the performance of the system and in turn the approach of opportunities for improvement or optimization of their processes. The internship consisted in carrying out a technical and operational analysis of the units built and designed based on historical and current information on the characterization of vertimientos, design sheets and continuous observation of the work of maintenance and operation of the operator of the treatment systems. The study showed deficiencies in the operation and maintenance, due to the frequency with which this process is carried out, which showed that they were not sufficient to guarantee the reduction efficiencies required to comply with the applicable environmental regulations. From the design sheets provided for the analysis, it was found that some units were designed, but not constructed, as in the case of the primary sedimentation plants of the WWTP of the municipal animal sacrifice center. For the characterization of discharges from the WWTP of the slaughter center, 2 samplings were carried out and a characterization report was carried out by the Ministry of Economic and Environmental Development. On the other hand, for the WWTP of the village of Florida, 3 samplings were carried out. and characterization data of 2 samplings of the Regional Autonomous Corporation of Cauca (CRC) were counted. The characterizations of both treatment systems showed a breach of the dumping standard, Resolution 0631/2015, for COD and BOD5. For the WWTP of the animal slaughtering center only on 1 occasion, the COD value established by the standard was met, where it presented a value of 288 mg / l. However, the PTAR of the La Florida District, for the parameter of BOD5 and COD, complied on 3 and 2 occasions, having values of 72, 47.7, 87.5, 30 and 180mg / l
