Designing a solar street lighting intervention in Kobe refugee camp

The report aims to detail the methodology used to gather information on the condition of street lighting in the Kobe refugee camp and its host community, with the goal of enabling a participatory design process for the intervention. This work is part of the Alianza Shire project, which strives to improve street lighting access in the Kobe camp and its surrounding host community in Ethiopia. The methodology involved a literature review of relevant international initiatives, field level data collection, data analysis, and the development of design proposals. After discussions with local stakeholders and with the previous information the final technical design was elaborated leading to the installation of solar streetlights as specified. The project installed 87 new poles with solar streetlights and replaced 118 non-functional solar streetlights. This intervention expanded the illuminated area from 13.80% (17.17 hectares) to approximately 45.59% (56.74 hectares). In designated risk areas, lighting coverage increased from 9.48% (2.72 hectares) to 33.39% (9.57 hectares). According to the Multi-Tier Framework (MTF), this improvement elevated the street lighting capacity from Tier 1 to Tier 2. Additionally, the duration of lighting was upgraded, as the new solar streetlights installed in Kobe camp were configured to function throughout all nighttime hours, meeting Tier 5 standards. With respect to Reliability, Quality, and Safety, a Tier 5 standard was achieved.
