Dumpning och återvinningscentralers tillgänglighet i svenska kommuner | Dumping of waste and convenience of recycling sites in Swedish municipalities

Studien gjordes i samarbete med stiftelsen Håll Sverige Rent med syftet att undersöka om det finns något samband mellan dumpningar och återvinningscentralers tillgänglighet. Med dumpning menas större föremål eller större mängder avfall som lämnats på fel plats. Tillgänglighet i undersökningen representeras av öppettider kväll och helg, medelavstånd, antal begränsade eller fria besök samt system för hur företag har tillgång till återvinningscentraler. Undersökningen har skett genom materialinsamling från svenska kommuner och kommunala renhållningsbolag. Tillgänglighetskategorierna jämfördes mot brottsstatistik om nedskräpning från Brottsförebyggande rådet (Brå). För att besvara uppsatsens fördjupande frågeställningar har intervjuer med kommuner genomförts. För tillgänglighet i öppettid kväll och helg samt medelavstånd visar resultatet att fler timmar i öppettid samt kortare avstånd till återvinningscentraler ger färre antal anmälda nedskräpningsbrott. Svar från intervjufrågorna visar på att många kommuner har liknande problem var dumpning sker, uppfattning om varför dumpning sker samt i vilken utsträckning dumpning polisanmäls. Vissa kommuner uppger att de inte anmäler alla dumpningar och för att komplettera materialet för framtida studier behövs statistik om dumpningar från kommunernas ärendehanteringssystem.

This thesis was done in collaboration with Keep Sweden Tidy and the aim was to investigate if there is a correlation between waste dumping and the convenience of accessing recycling sites. Dumping refers to larger items or quantities of waste that have been misplaced. Convenience is represented by: opening hours in the evening and weekends, the average distance, number of limited or free visits, and systems for how companies have access to recycling sites. The survey has been carried out through data collected from Swedish municipalities and waste management companies which then has been compared to crime statistics of dumping from the Crime Prevention Council. To answer the essay's in-depth questions, interviews with municipalities have been conducted. For convenience during opening hours and the average distance, the result shows that more opening hours and a shorter distance to the recycling sites reduce the number of reported violations. Answers from the interviews indicate that many municipalities have similar problems where dumping occurs, why dumping takes place and which dumping that is reported to authorities. Some municipalities state that they do not report all cases of dumping. To get better data for future studies, information from the municipalities own management systems is needed.
