Desempenho competitivo da cadeia produtiva do azeite de oliva extravirgem no Rio Grande do Sul

O Brasil é o segundo maior importador mundial de azeite de oliva e azeitonas, todavia, apresenta potencial para o cultivo de oliveiras, seja pelo mercado interno, que cresce a cada ano, ou pelas características agroclimáticas benéficas ao desenvolvimento da planta, principalmente na Região Sul. O Rio Grande do Sul é o Estado brasileiro que se destaca na produção da frutífera e do azeite, apresentando a maior produção e destaque internacional pela qualidade dos azeites produzidos. Apesar da produção de azeitonas e azeites estar aumentando, ainda não existe no meio acadêmico, estudos que apontem a estrutura econômica da cadeia produtiva. Tais informações podem contribuir para a tomada de decisão para ações estratégicas das empresas ou do Estado. Deste modo, a pesquisa realizada teve como objetivo analisar a eficiência econômica, competitividade e os efeitos de políticas na cadeia produtiva do azeite de oliva extravirgem no Estado do Rio Grande do Sul, utilizando o método da Matriz de Análise de Políticas. Tal metodologia consiste em uma ferramenta contábil que mensura os gastos efetivos incorridos em todos os elos da cadeia produtiva, assim como suas receitas e lucros, a preços privados e sociais. Assim, podem-se verificar os custos de produção agroindustrial, os índices de eficiência e competitividade, discutidos sob a perspectiva teórica da competitividade sistêmica e da Nova Economia Institucional. Os resultados obtidos indicaram que a cadeia produtiva do azeite de oliva extravirgem do Rio Grande do Sul é competitiva, apesar de apresentar seus lucros privados reduzidos por políticas distorcivas, que transferem significativa parcela dos lucros à sociedade. Verificou-se também que a cadeia apresenta eficiência no uso dos recursos domésticos e transfere recursos para a gestão dos governos por meio de tributos e falhas de mercado. Também se identificou que no terceiro elo, que compreende o processamento e o envasamento do azeite, contemplam os maiores custos da cadeia, e da mesma forma, apresentam lucros superiores aos demais elos.

The Brazil is the world's second largest importer of olive oil and olives, although, it has the potential to grow olive trees, either by the domestic market, which grows each year, or by the agroclimatic characteristics beneficial to the development of the plant, mainly in the Southern Region. The Rio Grande do Sul is the Brazilian State that stands out in the production of the fruit and the oil, presenting the highest production and international prominence for the quality of the oils produced. Although the production of olives and olive oil is increasing, there are still no studies in the academic world that point to the economic structure of the production chain. Such information can contribute to the decision making for strategic actions of the companies or the State. The objective of this research was to analyze the economic efficiency, competitiveness and policy effects in the extra virgin olive oil production chain in the Rio Grande do Sul State, using the Policy Analysis Matrix method. Such methodology consists of an accounting tool that measures the actual expenses incurred in all links of the productive chain, as well as their revenues and profits, at private and social prices. Thus, can verify the costs of agroindustrial production, the efficiency and competitiveness indices, discussed from the theoretical perspective of systemic competitiveness and the New Institutional Economy. The results indicate that the production chain of the extra virgin olive oil of Rio Grande do Sul is competitive, although its private profits are reduced by distortive policies, which transfer a significant share of profits to society. It was also verified that the chain presents efficiency in the use of domestic resources and transfers resources to the management of the governments through taxes and market failures. It was also identified that in the third link, which comprises the processing and bottling of the olive oil, they contemplate the higher costs of the chain, and in the same way, they present profits superior to the other links.
