Kaikoura rock lobster fishery : an evaluation of the fishery and future management options

New Zealand's rock lobster fisheries are characterised by large scale overcapitalisation and in many areas resource stocks are depleted. These problems may be made worse following the introduction of individual transferable quotas (ITQs) into the finfisheries in May 1986. Present management restrictions are unable to solve these problems and there is now a widely accepted need to implement alternative management controls. Much uncertainty exists, however what represents the most desirable management strategy for these fisheries. This research focuses on the Kaikoura fishery to examine the underlying causes of the problems presently facing many of New Zealand's rock lobster fisheries. Biological, economic and social aspects of the fishery are evaluated to determine the state of the fishery in 1984. On the basis of this information ITQs, pot limitations and other future management options are then examined by assessing their potential impact upon this fishery. It is found that ITQs offer the best long-term prospects for the future management of the fishery.
