Diseño de la herramienta para la valoración de equidad y bienes en áreas de conservación, con implementación en al menos tres casos modelo ubicados en geografías priorizadas | Design of a Tool for the Assessment of Equity and Well being in Conservation Areas, with Implementation in at Least Three Model Cases Located in Prioritized Geographies

El establecimiento de sistemas de áreas protegidas ha sido una estrategia fundamental para enfrentar la crisis de pérdida de biodiversidad a nivel global, a pesar de los avances en la cantidad de áreas protegidas y conservadas en el mundo, la conservación basada en áreas ha sido históricamente criticada debido a las inequidades que genera en los costos y beneficios que se derivan por las acciones de conservación, pronunciando en ocasiones las brechas existentes, y llevando a una marginación mayor a comunidades ya en estado vulnerable, impidiendo el libre desarrollo de sus medios de vida locales e impactando el bienestar comunitario. Por ello entidades como la IUCN ha destacado la importancia de incorporar la equidad y la justicia ambiental en la gestión de las áreas conservadas, del mismo modo, la meta Aichi 11 del CBD y la meta 3 del Marco Global de Biodiversidad Kunming-Montreal reiteran la importancia de incluir la equidad y el bienestar como un criterio fundamental para evaluar la efectividad en la gestión de áreas protegidas. En Colombia sólo se ha avanzado a poco en este propósito, tan solo se cuenta con un ejercicio realizado en el Parque Natural Municipal Andakí, sin embargo, este no incluye aspectos de bienestar. En respuesta a lo anterior, este documento expone la adaptación y desarrollo de dos herramientas para la valoración de la equidad y bienestar a partir de un análisis situado realizado participativamente con la gente, partiendo de la adaptación de las metodologías Site-level Assessment of Governance and Equity - SAGE (International Institute for Environment and Development, 2023) y Medios de Vida Sostenible - MVS (DFID, 1999) al contexto socio ecológico colombiano. El documento presenta el marco conceptual que fundamenta las herramientas diseñadas, las metodologías y el paso a paso para implementarlas en campo participativamente con las comunidades locales.

The establishment of protected area systems has been a fundamental strategy to confront the crisis of biodiversity loss at a global level. Despite the advances in the number of protected and conserved areas in the world, area-based conservation has historically been criticized due to the inequities it generates in the costs and benefits derived from conservation actions, sometimes widening existing gaps and leading to greater marginalization of already vulnerable communities, preventing the free development of their local livelihoods and impacting community wellbeing. For this reason, entities such as the IUCN have highlighted the importance of incorporating equity and environmental justice in the management of conserved areas; similarly, the CBD Aichi 11 target and target 3 of the Kunming-Montreal Global Biodiversity Framework reiterate the importance of including equity and well-being as a fundamental criterion for evaluating the effectiveness of protected area management. In Colombia only little progress has been made in this purpose, there is only one exercise carried out in the Andakí Municipal Natural Park, however, this does not include aspects of well-being. In response to the above, this document presents the adaptation and development of two tools for the valuation of equity and well-being based on a participatory analysis conducted with the people, based on the adaptation of the Site-level Assessment of Governance and Equity - SAGE (International Institute for Environment and Development, 2023) and Sustainable Livelihoods - SL (DFID, 1999) methodologies to the Colombian socio-ecological context. The document presents the conceptual framework that supports the tools designed, the methodologies and the step-by-step to implement them in the field in a participatory manner with local communities.
