Effects of the new milk policies on future trends of forage research | Incidences des évolutions de la politique laitière sur les orientations de la recherche fourragère

The reform of the milk policy, and more generally the new Common Agricultural Policy, will have an influence on the working of the dairy farms, either directly, or indirectly by affecting the circumstances under which they run. The duty of research is to forestall these changes so as to meet in a better way the farmers' future requirements. The elements of the reform and the major changes affecting the framework within which research on grasslands and forage crops will have to operate are described. The uncertainties to which research work will have to answer are defined and specified : they concern the reduction of production costs, the rise in value of animal products, the working conditions and the environment. Lastly, the major present or desirable orientations of research on grasslands and forage crops are defined : in an increasingly inter-disciplinary way, research will have to deal with the working of grassland populations, the environmental impact of the pastures, the relationship between grass and the animals, the development of models, and the energy problem.

法语. La réforme de la politique laitière, et plus largement la nouvelle PAC, vont influencer le fonctionnement des exploitations laitières soit directement, soit par un impact sur leur contexte. La recherche doit anticiper ces évolutions pour mieux répondre aux besoins futurs des éleveurs. Les éléments de la réforme et les grandes évolutions du contexte qui changent le cadre d'exercice de la recherche sur les prairies et les cultures fourragères sont retracés. Les éléments d'incertitude qui questionnent la recherche sont définis et précisés : réduire les coûts de production et améliorer les plus-values de l'élevage, les questions du travail et de l'environnement. Enfin, les grandes orientations actuelles ou souhaitables de la recherche finalisée sur les prairies et cultures fourragères sont présentées : de façon de plus en plus interdisciplinaire, la recherche devra aborder le fonctionnement des peuplements prairiaux, l'impact environnemental des prairies, la relation herbe-animal, le développement de modèles et la question énergétique.
