Low carbon strategies need to tackle the carbon footprint of materials production

Like Net-Zero GHG emissions(NZE) country goals which haverecently multiplied, national lowcarbon strategies currentlyfocus on reducing directterritorial emissions acrosssectors, such as domesticenergy, transport, buildings andindustry sectors. Doing so theydo not tackle emissionsembodied in imports andinsufficiently emissions relatedto base carbon-intensivematerials production which areused across sectors including forcapital formation. However thecarbon footprint of materialsproduction (CFM) represents ahigh share of global emissionsand is mostly embodied inimports in many rich countries.Here we develop a novelframework to assess and mapthe carbon footprint of materialsat the country level in thepresent situation and in futurescenarios. Replicable for othercountries, our framework isapplied to the case of France.We find that although territorialemissions from materials supplyonly stand for 53 MtCO2eq in2015, the CFM amounts to 228MtCO2eq, i.e. 3.4 tCO2e/cap witha high share of importedemissions. Furthermore, we showthat current NZE strategy onlyreduces the carbon footprint by46% by 2050 compared to 2015as it barely abates the CFM. Allfinal goods and servicescontribute meaningfully to thecurrent and future CFM, inparticular final services. Mappingthe French CFM across supplychains and trade flows allows toidentify key policy interventionstowards more sustainable NZEstrategies
