On improving the regulation of land relations and management in the sphere of agricultural land use | О совершенствовании регулирования земельных отношений и управления в сфере сельскохозяйственного землепользования

英语. The study purpose is to analyze the current state of land use in the agro-industrial sector of Russia, accounting of agricultural lands and consideration of the key areas for its improvement. The existing areas of currently unused old arable productive lands, the implementation of technological modernization of agriculture and the development of normal and intensive agricultural technologies instead of using simplified (extensive) ones make it possible to increase agricultural production by 2-3 times. The driver of demand growth for agricultural products is the expansion of exports and ensuring access to the world markets for agricultural raw materials and food. Under the current conditions of solvent demand of Russian population for food products and export of agricultural goods, the country's physical land potential is used by 69%, and the productive one - only by a third. If talking about economically sound inclusion of additional agricultural land areas into circulation with the preparation of land surveying projects, it is necessary to confirm real demand for them from the agricultural producers with the list of potential buyers ensuring priority in acquisition for the residents and small-scale family (farming) households. In the 1990s and early 2000s the state did not complete land reforms to provide rural residents with full-fledged land ownership with the financing of land management work to allocate land plots against land shares. The most important principles of a proper real estate cadastre are simplicity, completeness and relevance of information on cadastral objects. Limiting the content of the real estate cadastre allows for a faster creation of a full-fledged system containing information on all legally used land plots, which serves as a basis for other information systems. In the regions of the Non-Black Earth Region it is advisable to establish a procedure for acquiring currently unused agricultural lands that are being put into agricultural circulation in installments with a small down payment or lease with the right to purchase.

俄语. Цель исследования – анализ состояния современного землепользования в АПК страны, ведения учета земель с.-х. назначения и выработка основных направлений его совершенствования. Имеющиеся площади неиспользуемых старопахотных продуктивных земель, осуществление технологической модернизации земледелия и освоение нормальных и интенсивных агротехнологий вместо использования упрощенных (экстенсивных) позволяют в 2-3 раза увеличить производство с.-х. продукции. Драйвером роста спроса на с.-х. продукцию является расширение экспорта и обеспечение доступа к мировым рынкам с.-х. сырья и продовольствия. При сложившихся условиях платежеспособного спроса населения страны на продукты питания и экспорта с.-х. товаров физический земельный потенциал страны используется на 69%, а продуктивный – всего на треть. При экономическом обосновании вовлечения в оборот дополнительных площадей земель с.-х. назначения с подготовкой проектов межевания земельных участков необходимо подтверждать наличие реального спроса на них сельхозтоваропроизводителей списком потенциальных приобретателей, обеспечив приоритет в приобретении для местных жителей и малоземельных семейных (фермерских) хозяйств. Государство не завершило в 1990-е и начале 2000-х гг. земельные преобразования по наделению сельских жителей полноценной земельной собственностью с финансированием землеустроительных работ по выделению земельных участков в счет земельных долей. Важнейшие принципы надлежащего кадастра недвижимости – простота, полнота и актуальность сведений о кадастровых объектах. Лимитирование кадастра недвижимости по содержанию позволяет быстрее создать полноценную систему, содержащую сведения обо всех законно используемых земельных участках, что служит основой для других информационных систем. В регионах Нечерноземья целесообразно установить порядок приобретения вводимых в с.-х. оборот неиспользуемых с.-х. угодий в рассрочку с небольшим первичным взносом или аренду с правом выкупа.
