Automation of the methodology for calculating Climate Risk due to drought at the NUTS3 scale and comparison of the WASP and SPEI climate indices for the optimal characterization of Climate Hazard

Una de las principales consecuencias del Cambio Climático es el aumento del riesgo de sequía. En este contexto, la Evaluación del Riesgo Climático (CRA) adquiere una importancia significativa. El objetivo principal del presente trabajo fue cuantificar y evaluar el Riesgo Climático debido a la sequía. Se automatizó completamente una metodología de CRA y cuantificación del Riesgo Climático en escenarios presentes y futuros utilizando las tecnologías Python, R, Google Earth Engine y QGIS. Esta metodología se situó dentro del marco más actual del IPCC y se basó en el flujo de trabajo Relative Drought de CLIMAAX. El análisis se dirigió a la escala estadística NUTS3 y para las regiones participantes en el proyecto Regions 4 Climate, incluyendo indicadores adicionales de Capacidad de Adaptación del proyecto ESPON-CLIMATE. Se emplearon técnicas matemáticas como DEA y PCA con los indicadores proxy que caracterizaron los Componentes de Vulnerabilidad y Exposición. Además, los índices climáticos WASP y SPEI se compararon con una variable de referencia indicadora de sequía obtenida mediante teledetección, con el objetivo de seleccionar el índice que mostrara la mejor correlación con la variable de referencia para caracterizar la Amenaza Climática de sequía, tanto para los periodos de referencia seleccionados como para los periodos futuros en los escenarios RCP. Los resultados mostraron que, aunque ambos índices estaban significativamente correlacionados con la variable de referencia, SPEI mostró un mejor rendimiento. Resultó ser el índice que mejor explicaba la variabilidad de la variable indicadora de sequía y también demostró coeficientes de correlación positiva más fuertes (r=0,55 y r=0,61). Se observó un patrón de aumento de la Amenaza en el futuro para las regiones NUTS3 situadas en los países del norte de Europa. Sin embargo, las regiones NUTS3 de Castilla y León fueron las que mostraron principalmente un mayor Riesgo Climático debido a la sequía, dados sus altos resultados en los otros Componentes de Riesgo (Vulnerabilidad y Exposición). También se observaron limitaciones, como la falta de datos para determinadas regiones NUTS3 y el uso de conjuntos de datos normalizados. La metodología aplicada puede utilizarse para evaluar el impacto potencial de las sequías en el futuro. Además, puede describir la posible cadena de impactos que podría desarrollarse en las regiones con mayor riesgo de sequía.

Klima Aldaketaren ondorio nagusietako bat lehorte-arriskua handitzea da. Testuinguru horretan, Arrisku Klimatikoaren Ebaluazioak (CRA) garrantzi handia du. Lan honen helburu nagusia lehortearen ondoriozko Arrisku Klimatikoa kuantifikatzea eta ebaluatzea izan da. Erabat automatizatu den CRA metodologia eta Arrisku Klimatikoaren kuantifikazioa egungo eta etorkizuneko agertokietan, Python, R, Google Earth Engine eta QGIS teknologiak erabiliz implementatu da. Metodologia hori IPCCren marko eguneratuenaren barruan kokatu da, eta CLIMAAXen Relative Drought lan-fluxuan oinarritu da. One of the major consequences of Climate Change is the increased risk of drought. In this context, Climate Risk Assessment (CRA) becomes significantly important. The present work´s main objective was to quantify and evaluate the Climate Risk due to drought. A methodology for CRA and Climate Risk quantification in present and future scenarios was fully automated using Python, R, Google Earth Engine, and QGIS technologies. This methodology was situated within the most current framework of the IPCC and was based on the Relative Drought workflow from CLIMAAX. The analysis was driven at the NUTS3 statistical scale, and for the regions participating in the Regions 4 Climate project, including additional Adaptive Capacity indicators from the ESPON-CLIMATE project. Mathematical techniques such as DEA and PCA were employed with the proxy indicators that characterized Vulnerability and Exposure Components. Additionally, the climate indices WASP and SPEI were compared against a reference variable indicating drought obtained through remote sensing, with the aim of selecting the index that showed the best correlation with the reference variable to characterize the Climatic Hazard of drought, for both selected reference and future periods and RCP scenarios. The results showed that, although both indices were significantly correlated with the reference variable, SPEI showed a better performance. It turned out to be the index that best explained the variability of the drought indicator variable and it also demonstrated stronger positive correlation coefficients (r=0.55 and r=0.61). A pattern of increasing Hazard was observed in the future for NUTS3 regions located in northern European countries. However, the NUTS3 regions in Castilla y León were those that primarily showed the highest Climate Risk due to drought, given their high results in the other Risk Components (Vulnerability and Exposure). Limitations were also noted, including a lack of data for certain NUTS3 regions and the use of standardized datasets. The implemented methodology can be used to assess the potential impact of droughts in the future. Furthermore, it can describe the possible chain of impacts that could develop in regions with higher drought risk.
