Sustainable human development : suggestions for regional initiatives

The objectives of the United Nations New Agenda for the Development of Africa in the 1990s (UN-NADAF) are strengthened by the coming into force in 1994 of the African Economic Community. Indeed both initiatives place human development at the forefront of regional integration and sustainable development for the continent. This paper will highlight some regional initiatives in the field of human development, which will enhance complementarity and regional cooperation. The paper and proposals are guided by the principles set forth in UNECA's "The African Common Position on Human and Social Development in Africa", prepared by the Conference of Ministers Responsible for Human Development and endorsed by the Conference of African Ministers Responsible for Economic and Social Development and Planning and the OAU Labor Commission. This paper emphasizes the urgent need for the international system, governments and NGOs to concentrate their efforts on prevention of the critical issues confronting humankind, in particular Africa.
