В настоящее время реализация управленческих решений на различных уровнях выступает в качестве фундаментальной основы повышения конкурентоспособности отечественного АПК как основного структурообразующего субъекта национальной экономики. Установлено, что современное региональное развитие базируется на принципах адаптационного и рефлексивного управления и имеет своей целью организацию проактивного управляющего воздействия при реализации соответствующих стратегий и обеспечения синергетического эффекта на основе мотивационных механизмов, предусматривающих активное вовлечение в процессы кластеризации бизнеса, науки, власти. Анализ современного состояния регионов Республики Беларусь позволил выявить сложившиеся тенденции их социальноэкономического развития, ключевыми из которых являются: сокращение численности населения, в том числе занятого; рост валового регионального продукта и инвестиций в основной капитал; увеличение затрат на инновации; наращивание результативности АПК; постоянное совершенствование социальной поддержки, медицинского и образовательного обеспечения населения; стабильность деятельности исполнительной власти и др. Важным является реализация стратегически важных для регионов общих и отраслевых программ развития, включающих совокупность организационно-экономических мер и предусматривающих целевую финансовую поддержку.

At present, the implementation of management decisions at various levels acts as a fundamental basis for increasing the competitiveness of the domestic agro-industrial complex as the main structure-forming entity of the national economy. It has been established that modern regional development is based on the principles of adaptive and reflexive management and aims to organize proactive management influence in the implementation of relevant strategies and ensure a synergistic effect based on motivational mechanisms that provide for the active involvement of business, science, and government in the clustering processes. An analysis of the current state of the regions of the Republic of Belarus made it possible to identify the established trends in their socio-economic development, the key ones of which are: a decrease in the population, including the employed; growth of the gross regional product and investment in fixed assets; increase in innovation costs; increasing the effectiveness of the agro-industrial complex; continuous improvement of social support, medical and educational provision of the population; stability of the executive power, etc. It is important to implement general and sectoral development programs that are strategically important for the regions, including a set of organizational and economic measures and providing for targeted financial support.
