英语. Economic conditions in the Russian economy sectors including the agricultural one are changing significantly in the context of the global food market imbalance and strong sanctions pressure. It is required to develop a new economic growth model that will consider reinforce of the role of internal factors and resources in the formation of a balanced domestic agro-food market and diversify external activity directions. The work is devoted to the priority areas of development of the agro-industrial complex at the present stage. The main trends in the development of the agricultural sector are analyzed. The priorities areas of agricultural policy have been identified. The issues of ensuring design and engineering sovereignty in the Russian agro-industrial complex, achieving food security, overcoming the gap between the living standard of the urban and rural population are relevant, which requires forming a stimulating economic mechanism, improving and organizing scientific research, forming and effectively using labor potential, improving the agro-industrial complex management system and developing digitalization. It is noted that the state agricultural policy implemented is not holistic, because of a significant number of programs, concepts, strategies and other documents regulating the development of the agro-industrial complex and having no single methodological basis and structure. It is proposed to improve the regulatory environment, in particular, adoption of a new law regulating the development of the entire agro-industrial sector, updating the Doctrine of Food Security and the Strategy for the Development of the Agro and Fishery Industries.

В условиях разбалансировки глобального рынка продовольствия и существенного санкционного давления существенно меняются условия хозяйствования в отраслях экономики России, в том числе в аграрном секторе. Требуется разработать новую модель экономического роста, учитывающую усиление роли внутренних факторов и ресурсов в формировании сбалансированного отечественного агропродовольственного рынка при одновременной диверсификации внешних направлений. Работа посвящена приоритетным направлениям развития АПК на современном этапе. Проводится анализ основных тенденций развития аграрного сектора. Выявлены приоритетные направления аграрной политики. Актуальны вопросы обеспечения технико-технологического суверенитета в АПК, достижения продовольственной безопасности, преодоления разрыва между уровнем жизни городского и сельского населения, для чего требуется формирование стимулирующего экономического механизма, совершенствование и организация научных исследований, формирование и эффективное использование трудового потенциала, совершенствование системы управления АПК и развитие цифровизации. Отмечается, что реализуемая государственная аграрная политика не является целостной, что обусловлено значительным количеством программ, концепций, стратегий и других документов, регулирующих развитие АПК, при этом не имеющих единой методологической основы и структуры. Предлагается совершенствование нормативного правового поля, в частности принятие нового закона, регулирующего развитие всего АПК, актуализация Доктрины продовольственной безопасности и Стратегии развития агропромышленного и рыбохозяйственных комплексов.
