Another turn to the “return to the countryside”. Reflections on Peronism and historiography | Otra vuelta a “la vuelta al campo”. Reflexiones sobre peronismo e historiografía

The paper uses the case of "la vuelta al campo" ("the return to the countryside") –an expression that refers to the turn Perón made in his economic policies to favor the agricultural sector in the middle of his first government– to propose a more general reflection on Peronism and recent historiography. In particular, to discuss the thesis that, along with the shift in prices and credits to the sector, which became necessary to solve the shortage of foreign exchange due to a decline in agricultural exports, Perón also backed down on other policies to ingratiate himself with the landowners. In the light of the findings of recent historiography, it is argued that, beyond the changes to improve the situation of the agricultural sector, there was no reversal of other policies (such as those on land tenure or labor) or a retreat in the benefits he had granted to his most disadvantaged sectors, neither by revoking measures nor by reducing the vigilance of the state agencies in charge of applying them.

El trabajo utiliza el caso de “la vuelta al campo” –expresión que refiere al giro que dio Perón al promediar su primer gobierno en sus políticas económicas para favorecer al sector agropecuario– para proponer una reflexión más general sobre el peronismo y la historiografía reciente. En particular, para discutir la tesis que sostiene que, junto con el giro en materia de precios y créditos al sector, que se hizo necesario para solucionar la escasez de divisas por una disminución de las exportaciones agrícolas, Perón retrocedió también en otras políticas para congraciarse con los terratenientes. A la luz de los hallazgos de la historiografía reciente, se sostiene que, más allá de los cambios para mejorar la situación de los agricultores, no existió una marcha atrás o reversión de otras políticas (como aquellas en materia de tenencia de la tierra o las laborales) ni un retroceso en los beneficios que había otorgado a sus sectores más desfavorecidos, ni revocando medidas ni menguando la vigilancia de las agencias estatales encargadas de aplicarlas.
